BY-LAWS
Article 1 Rules of Conduct
Sec. 1 Make the Eucharist the center of one’s life
Sec. 2 A member of the Nautical Melodic Circle shall be at all times participate in all activities of the Nautical Melodic Circle (NMC),
College of Nautical Studies (CNS), and of the Campus Ministry (CM).
Sec. 3 A member of the Nautical Melodic Circle shall possess talent in singing having a good voice quality, or can play
instrument like keyboard, guitar, bass, drums…
Sec. 4 A member of the Nautical Melodic Circle, shall be present during First Friday Mass of the University; recollections &
retreats and will serve as choir.
Sec. 5 A member shall participate in activities of the College of Maritime Education that will serves as the singing/music
performer.
Sec. 6 A member of the Maritime Education Melodic Circle shall refrain from joining immoral groups.
Sec. 7 Be able to notice and appreciate the abilities of the member
Sec. 8 Maintain a friendly atmosphere and must be always cheerful enough to everybody
Sec. 9 Be loyal, honest, and dedicated member. Be generous enough with your academic performance, prayer, effort and your
time.
Sec. 10 Misunderstanding between members should be settled within the group as soon as possible.
Sec. 11 In case there is a female member of the organization; a “No Free love” policy should be followed among the members.
This is to avoid immoral actions. Any member caught shall be terminated in joining the group.
Sec. 12 All Nautical Melodic Circle member shall follow the stated rules and regulation of the group. And shall obey the orders of
the MEMC Officers and of the Advisers.
Article II Elections of Officers
Sec 1 A committee will be created to prepare conducts and supervised
the process of its election.
Sec 2 Casting of votes by head counting within the members.
Sec 3 The following order will be found during election process.
1.) Candidates for presidency will be nominated first then followed by votation. The votes will immediately be tallied and all that were
not elected will qualify on others position.
2.) The election of officers shall take place before the end of academic year.
Article III Vacancies of Offices
Sec. 1 In case of vacancy of offices, the adviser will appoint from the members as the new officer in charge of the vacant
position.
Sec. 2 Resignation of Officers
1.) The officer/s who wishes to resign should inform the group and the adviser at least one (1) month before the date of resignation.
2.) He must submit a letter of resignation addressed to the NMC President through the Adviser and the Spiritual Directress one-week
before the resignation.
Sec. 3 Termination of Officers
1.) In case any officer/s found IN-ACTIVE of its position, the adviser/spiritual directress through the recommendation of the NMC
president shall terminate the inactive officer/s and appoint a new officer to cover the vacant position.
Article IV Duties and Obligation of the NMC Officers.
Sec. 1 The President has the following duties and powers.
1.) To be the presiding officer of all meetings/sessions/activities of the organization and shall enforce the rules and regulation and by
laws thereof.
2.) He has the authority to make resolution and additional rules and regulation provided that it could not contradict the constitution, by
laws and the existing rules and regulation, and it will be considered upon the approval from the adviser.
3.) He can call and be responsible to all special meetings when necessary.
4.) He has the authority to give recommended final grades in P.E., A.S., and R.O.T.C. among the members upon the approval of the
adviser.
Sec. 2 The Vice-President shall assume the duties and powers in the absent of the president. The Internal Vice-President shall
be responsible for all internal affairs of the organization, so with the External Vice-President for all external affairs of the
organization in coordination of the president.
Sec. 3 The Secretary shall have the following duties and responsibilities:
1.) To prepare the agenda and consultation of the president
2.) Shall be in-charge of making the minutes of the meeting, sent out notice to members for any activity and prepare the monthly
report on all activities of the organization.
3.) To make the accurate record of the attendance on all regular and special meetings and sessions, and to perform all other issues
pertaining to the office of the secretary.
Sec.4 The Assistant Secretary shall assists the secretary and shall perfrom all other task related to his office.
Sec. 5 The Treasurer shall perform the following duties and responsibilities:
1.) To be responsible for all financial matters and other assets of the organization.
2.) To render financial statement at every meeting.
3.) To submit a Financial Report to the DSAS every end of the semester.
Sec. 6 The Assistant Treasurer shall assist the treasurer on all financial matters of the organization. He shall perform as the
property custodian and shall take charge and responsible for all properties of the organization.
Sec. 7 The Auditor shall perform the following duties:
1.) Shall check and audit all the account of the treasurer.
2.) He shall see to it that the expenses of the organization will not exceed its income.
3.) He shall check the properties of the organization.
Sec. 8 The Public Relation Officer (P.R.O.) shall take charges of publication of the organization and announce all meetings and
sessions and all activities. He shall perform all other duties related o such office.
Sec. 9 The officers are required to attend all meeting/sessions, activities sponsored by the organization.
Sec. 10 The President and Secretary are required to attend monthly leaders meeting.
Sec. 11. The President and Secretary are mandated to pass an accomplishment report to the Director for Student Affairs and
Services at least one week before each semester ends.
